Carrying three quarterbacks reflects a clear strategy shift for New Orleans. With Rattler and Shough both limited in experience, head coach Kellen Moore is keeping his options open.

John Sigler of Saints Wire described the move as both unexpected and understandable. He wrote, “This is a surprising decision from the Saints, who were expected to keep Haener on the practice squad under new NFL rules.”

By placing him on the 53-man roster, the Saints can use the emergency quarterback rule. This allows teams to dress a third quarterback on game day who only plays if the two ahead of him are unavailable, without counting against the 48-man limit.
